Section 65
Official Empowered To Grant Leave
(1) The following official may sanction the following leave:
Type of leave Official empowered to approve leave
(a) Casual and festival leave; Concerned Chief of Office or Head of Department
(b) Home leave; Concerned Chief of Office or Head of Department
(c) Sick leave; Concerned Chief of Office or Head of Department
(d) Maternity leave; Concerned Chief of Office or Head of Department
(d1) Maternity care leave; Concerned Chief of Office or Head of Department
(e) Obsequies leave; Concerned Chief of Office or Head of Department
(f) Study leave; The Government of Nepal
(g) Extra-ordinary leave; The Government of Nepal
(2) The Government of Nepal shall sanction the leaves, other than the leave of the special class employees as referred to in Clause (a) of Sub-rule (1).
Provided that, the chief of a constitutional organ or commission may sanction the leaves other than the leaves set forth in Clauses (f) and
(g) of Sub-rule (1), for the special class employees of the office of the constitutional organ or other commission.
(3) Notwithstanding anything contained in Clause (a) of Sub-rule (1), the Head of Department or Chief of Office may himself or herself sanction his or her casual and festival leave.
(4) If any civil employee makes an application that that leave
taken by him or her is not necessary for him or her, the official empower to sanction the leave may cancel such a leave and permit him or her to attend the office.
